Bylaw & Provincial Offence Charges (Non-Traffic)

Provincial offences are non-criminal charges laid under Ontario laws and municipal bylaws. They are prosecuted under the Provincial Offences Act in the Ontario Court of Justice, separately from the criminal courts.

If you have received a bylaw ticket, an offence notice or a summons for a provincial offence, the consequences can include fines, compliance or remediation orders, and effects on your property, business or licences. There are also deadlines to respond.

As a licensed paralegal, I represent individuals and small businesses in North York and across the GTA on non-traffic provincial offence and bylaw charges. I review the charge, explain your options and represent you in discussions with the prosecutor and at trial where appropriate.

Please note: I do not take traffic tickets or Highway Traffic Act matters.

Is Your Matter a Provincial Offence?

  • You received a ticket, offence notice or summons under a municipal bylaw (City of Toronto, York Region municipalities and others).

  • You were charged under an Ontario statute other than the Highway Traffic Act (for example, the Trespass to Property Act or Dog Owners' Liability Act).

  • The charge is not under the Criminal Code.

  • Not sure? Bring the ticket or summons to a consultation and I'll confirm whether it's within my scope.

Common Charges I Handle

  • Municipal bylaws: property standards and maintenance, noise, animal control (e.g., dog at large), zoning or illegal use, signage, short-term rental, waste and yard, business licensing.

  • Dog Owners' Liability Act matters.

  • Trespass to Property Act charges.

  • Other provincial statutes: e.g., certain Liquor Licence and Control Act, Fire Protection and Prevention Act or Occupational Health and Safety Act charges.

How the Process Typically Works

  • Offence notice or summons.

  • Choose an option (e.g., early resolution or trial request) within the deadline.

  • Disclosure.

  • Resolution discussion with the prosecutor.

  • Trial.

  • Penalty, if convicted.

How I Can Help

  • Charge review: I explain the charge, your options and the deadlines in plain language.

  • Disclosure: I request and review the prosecution's evidence.

  • Resolution discussions: I speak with the prosecutor on your behalf where appropriate.

  • Representation: I appear for you in the Ontario Court of Justice.

  • Transparent fees: flat fees are available for many matters and are quoted upfront.

  • Regulated: licensed by the Law Society of Ontario and covered by professional liability insurance.

No outcome can be guaranteed. Every case depends on its facts.
